I was wondering if it was possible to take courses like math, science, etc. during the summertime at a school like ECC, or if there is a program something like this?

My Environmental teacher said today that when she went to college she took her math and science courses during the summertime before going to UB in September.

If you have less than 96 credit hours, you should be able to.

There is no official program in place, however many students take their general requirements (IF) at community colleges or local schools near their home in the summer. Speak with your advisor before you register for classes, it's a good idea to touch base.

You might want to check out my post: http://ask.buffalostate.edu/index.php?showtopic=6595 to help you figure out what classes you should take at a community college that will transfer to Buff State.
